Mr. Emmanuel Umoh: BBN house mate

Many Nigerian young men and women are glued to their TV screens when the show Big Brother Naija is on. Lately, one of the house mates in the popular Nigerian TV show Emmanuel Umoh is getting a lot of attention from the shows audience especially the female viewers due to his figure and physical looks (Physique).

For background, this fine looking young man is from Akwa Ibom State, more specifically from Mbo Local Government Area. He was born and raised in Uyo and attended Monef Kiddies elementary school.

Emmanuel Umoh is admired by many
females for his good looks

He also attended Christ the King and is an alumni of Ikot Ekpene’s Federal Government College where he completed his secondary school education. Mr. Emmanuel Umoh is also said to be a Civil Engineering student and attended the University of Port Harcourt.

Emmanuel is a professional model and he owns his own business and brand and is the CEO. His awards are many including being Mr. Africa and Mr. Ideal Nigeria having won that pageant contest in 2019. Consequently, Mr. Emmanuel Umoh is not entirely new to the show business scene, having already achieved fame and fortune even before his entry into the Big Brother Naija (BBN) Show.

There are 11 male and 11 female contestants in the BBN show totaling 22 contestants. This write-up is not about the BBN show but just featuring Emmanuel Umoh who appears to be a heartthrob (a male celebrity who is known for his good looks) of many female viewers.

Some ordinary viewer critics of the BBN show say that the presence of likes of Emmanuel Umoh in the show argue that his presence in the show upsets that balance and lofty intentions of the show which they allege was supposed to create a level playing field for ordinary Nigeria youth to contest and “help the poor to become rich, ….. not help the already rich to be famous.”

The Origin of Ikot-Ekpene Day Celebrations: Putting the Annual Celebrations in Proper Historical Perspective.

Author: Tom U. Okure. Ph.D

The Context
Ikot Ekpene Day is a celebration that takes place shortly after Christmas and is celebrated annually by all the town’s inhabitants and original families that make up what is today called Ikot Ekpene or the Raffia City.  In the mist of the celebration, and in common with most celebrations, we tend to sometimes forget why we are celebrating and the origins of the celebrations.  It is therefore necessary to remind the younger generation of Ikot Ekpenians about the origins of this celebration and to put the record straight regarding this vital annual event.
Map of Current Ikot Ekpene Local Government Area

For background, Ikot Ekpene is located between latitudes 5° 10` and 5° 30` North and longitudes 7° 30` and 7° 45` East. The town lies on the North-Western flank of the Nigerian state called Akwa Ibom. It’s unique position makes it one of the primary inland economic gateways into Akwa Ibom State. The town Ikot Ekpene bears its name from the village of Ikot Ekpene which originally was made up of ten families with a long and rich history. The village of Ikot Ekpene and the surrounding village of Ikot Obong Edong etc., served as the administrative center of the former British colonial government urban district council in 1914, Ikot Ekpene division in 1951, and Annang province in 1956.

Disharmony among the Village Family Groupings Comprising Ikot Ekpene Proper
In the early 1950’s there was not very much harmony among the various villages and the family groupings which made up what is today called Ikot Ekpene. Such disunity played into the hands of the colonial administrators that favored a method of ruling indigenous tribes called divide and rule. Essentially, British direct rule often used the strategy of “divide and rule” by which colonial administrators implemented governing policies that intentionally weakened indigenous power networks and institutions. One might suppose that this situation may have been at play in the the administration of Annang province of the late 1950’s. It is against this back ground that Ikot Ekpene day celebrations began.
Ikot Ekpene day celebrations did not just happen; it started because there was a need to arrest the disharmony among the villages and family groups which may have been purposefully fermented by the then British colonial administration in Ikot Ekpene. Research and interviews by this scholar indicates that the celebrations was started by the deliberate efforts of one of our Annang martyrs by the name of Late Hon. Chief Udo Udo Okure who in the 1960’s served as a Public Service Commissioner in the former Eastern Nigerian Government. Chief Udo Udo Okure was executed shortly after the end of the Nigerian civil war while in Nigerian military detention. The mystery surrounding his detention and eventual murder while in military detention in June 1968 has not been resolved. Chief Udo Udo Okure was born about 1914 to Late Obong Okure Umoton and Nne Okure of Nto Abatekpe family all of Ikot Ekpene village, Ikot Ekpene Local Government Area of Akwa Ibom State (then part of the former Old Calabar Provice of Eastern Nigeria). He was the third son in a line of more than six children of a traditional Annang polygamous family.  Not much historical credit related to Annang socio economic development has been accorded to a number of Annang heroes such as late Chief Udo Udo Okure mainly because of the revisionist writings of self-serving authors and  historical commentators. These revisionist writers  attempt to undermine or revise the major heroic achievements, contributions and sacrifices of Annang past heroes  in their writings, speeches and memorials revealing latent bias in favor of some present day politically favored Annang leaders .
Forging Unity of Purpose and Action
Shortly after returning to his hometown of Ikot Ekpene from the United Kingdom (UK)  after completion of his studies in the late 1950’s, late Udo Udo Okure realized that the various families that composed Ikot Ekpene were very divided  and even though they shared a common Annang language  and heritage tended to compete against each other rather than cooperate to achieve common socio economic goals.  The consequence of this competition was that they could not act as a unitary force in seeking a hearing or attention from the then colonial administrators for developmental purposes.  Each large family group (called epuk) acted independently in it’s governance and administration of its affairs. Each village and family group had its own rituals and celebrations which occurred independent of the others. For example Ata Essien , Ikot Udo Offiong , Ikot Abiekot, Nto Abiekwa and Nto Abatekpe family groupings acted independently in their dealings with the colonial masters and also conducted their celebrations independently.
Picture shows Minister I. U. Akpabio of Ukana, Ikot Ekpene (center) and Mrs Umo Essien Okure (right)
admiring the O.B.E. medal awarded to her husband Udo Udo Okure by the Queen of England

In order to unite the family groupings so that that they can better represent themselves as a united force to press their socio economic aspirations before the colonial administrative government, Udo Udo Okure decided to organize the disunited families by reaching out to the Chiefs of the various families regarding the need for unity of purpose in action. In order to bring the divided families together in one place, research shows that he bought a cow with his own money which he presented to Nto Abatekpe family group to be shared among the leaders of the other families in a planned gathering yet to be announced. He also bought ten very large bags of salt ( a very valued commodity at the time) and provided five bags to Ata Essien and five bags to Ikot Udo Offiong to be shared among the participants of those attending the unity meetings that was planned. Other gifts were solicited and obtained and brought to the unitary gathering for a unity celebration.  Prior to the main celebration event, Okure organized several meetings which were held initially between individual village leaders of the ten families that comprised Ikot Ekpene proper. When an accord was finally concluded it was agreed that the Cow, the ten salt bags and other gifts would be brought to the village square (fair ground) in Ikot Ekpene were a ceremony would be held announcing the unity and commonality of purpose henceforth of  the ten families that make up Ikot Ekpene proper.
For the historical record, it is that singular action of “community organization” spear headed by Udo Udo Okure that resulted in the first ever recorded celebration of Ikot Ekpene day which occurred towards the end of the late 1950’s. In recognition of his community and outstanding government service to Nigeria and the former British Colonial Government, Queen Elizabeth 11 of England awarded Late Chief Udo Udo Okure the high honor award of OBE (Officer of the Order of the British Empire). The Order of the British Empire recognizes distinguished service to the arts and sciences, public services outside the Civil Service and work with charitable and welfare organizations of all kinds.
Conclusion
The exact year when the first Ikot Ekpene Day Celebration took place could not be ascertained at the time this research was conducted in January 1983. Nevertheless, the historical significance of this first united celebration may have been lost over the years in the foray of annual celebrations which followed. One thing is clear, the original intent of the celebration was designed to reaffirm the unity of the  original ten families that make up Ikot Ekpene proper.  Since then, the celebrations called Ikot Ekpene Day has become an annual ritual of the whole Ikot Ekpene town and has now assumed great significance of its own.  One might ask why it is necessary to expatiate on this historical annual event. As stated earlier, there is a lot of historical revisionism taking place in the writings about Annang Nation today. This article is written to set the record straight before our Annang revisionists writers distort the historical facts pertaining to this important annual event by putting a political spin on the historical facts.

Ikot Ekpene APC Celebrates Godswill Akpabio defection from PDP as Governor Emmanuel Udom removes detractors from his cabinet.

The All Progressives Congress (APC) political party of Nigeria rolled out a large welcome celebration today in Akwa Ibom State’s Ikot Ekpene township stadium to welcome Senator Godswill Akpabio, who is formally defecting from the People’s Democratic Party (PDP) and joining the APC.

Senator Akpabio is defecting and carrying along with him many prominent Akwa Ibom State PDP chieftains to the APC. According to news media sources, the list of who is who among the defectors to APC include some members of the State House of Assembly and:

“former works commissioner in the state, Mr Don Etim, former senator Effiong Bob, Leader of the House, Mr Udo Kieran Akpan, former Speaker and House of Reps member for Etinan Federal Constituency, Mr Sam Ikon, respective House of Reps members from Abak and Essien Edim/Etim Ekpo/Ika, Mr Emmanuel Akpan and Mr Emmanuel Ekon, former Information Commissioner, Mr Aniekan Umanah, state House of Assembly members, Nse Ntuen, Usoro Akpanusoh, Aniekan Uko, Aniekan Bassey, Idongesit Ntekpere, Uduak Ududoh, Mark Esset, among others."

The full impact of Akpabio’s defection on the current governance structure in Akwa Ibom State and the competitiveness of PDP against the APC in the upcoming 2019 elections is unclear. One thing however is clear, and that is, the unleashing of anger, desperation, fear and political uneasiness among the political elite class in the state.

Senator Akpabio with a APC Chieftain Bola Tinubu after news
broke of his defection and acceptance into APC

One can feel the sense of betrayal, confusion, suspicion and anger among the PDP political base across the state who for the first time in many years feel vulnerable and fear that the invasion of APC into the state political fabric has finally taken root.

A jubilant crowd of both PDP and APC supporters welcomes Akpabio back to
Akwa Ibom State in Uyo upon on his return en route to Ikot Ekpene to
announce his formal defection from PDP

Under the present circumstances, the existing PDP chieftains in the state have become alert, and everyone is advising Governor Udom to rid the PDP party hierarchy and the state government of all Akpabio’s moles embedded within the state governance structure prior to the next election.

Governor Emmanuel Udom Cleanses the State Executive Council of Detractors

In response to Akpabio’s defection, Emmanuel Udom's Akwa Ibom state government has taken some immediate decisive actions to rally his political support base, ensure loyalty among the remaining political leadership and eliminate any potential detractors within the current administration. The defection of Akpabio provides Udom with the unique opportunity to finally get rid of his political opponents in his government and the image that has trailed his political career as a political puppet of Senator Akpabio who was not elected by the masses but installed by Akpabio and beholden to him.

Immediately affected in the governance structure cleanup exercise by Udom are the removal from office and the State Executive Council with immediate effect of two prominent state commissioners.

Mr. Ibanga Akpabio dismissed as AKS Commissioner for
“gross misconduct and non-compliance with public service rules.”

Mr. Ibanga Akpabio from Ikot Ekpene who is a younger brother of Senator Godswill Akpabio and Mr. Victor Antai from Oron. According to the State Government press release, their dismissal from office was necessary due to “gross misconduct and non-compliance with public service rules.” Mr. Ibanga Akpabio served as the State Commissioner for Labour, Productivity and Manpower Development.

Mr. Victor Antai also dismissed as AKS Commissioner for
“gross misconduct and non-compliance with public service rules."
Mr. Victor Antia served as the commissioner in charge of the Ministry of Culture and Tourism. Mr. Victor Antai is alleged to have welcomed Senator Akpabio in Ibom International Airport upon his return to the state following the news of Senator Akpabio’s defection from the PDP to the APC.

Akpabio in preparation for his formal defection from the PDP formally tendered his resignation as senate minority leader in the National Assembly. Akpabio's resignation has further fueled rumors about his political ambitions and intention, perhaps to take over the national assembly senates leadership under the banner of the APC. Senator Murray Bruce, one of Akpabio’s colleagues who represents Rivers state on Tuesday called Akpabio a traitor, and blamed him in part for the undemocratic siege of the National Assembly by the DSS.

Ikot Ekpene Urua Ottoh and Road Fencing Project

Urua Ottoh and Road Fencing Project: A Timely and Community Enhancing Initiative of the Uyime Etim Led Ikot Ekpene Local Government Administration.
ICMS, Inc Reports By Tom Okure, Ph.D Pictures: Courtesy of Victor Bassey

As Nigeria grows and more power is devolved to our local governments, it is becoming clear that they are increasingly playing a greater role in improving the quality of life and safety in our communities. The new and recently elected local government in Ikot Ekpene has been making efforts to make its presence known to the people by taking up projects such as road cleaning and the removal of rubbish in the streets that have been overlooked in the past. Recently, the new local government has taken on the challenge of enhancing public safety and controlling the free flow of traffic through Urua Ottoh by fencing off the road which cuts through this famous market. This is a very welcome development and initiative that has cut our attention.

A major city road slices through Ikot Ekpene's Urua Ottoh
If you have ever visited Urua Ottoh, it is very a busy and congested place with a major city road slicing through the market on both sides of the road and food and merchandise traders/vendors selling on the road way and blocking traffic from passing through. The market overlaps both sides of the road as is evident in the attached pictures.

Chairman of Ikot Ekpene Local Government Inspects the fence project at Urua Ottoh

Traders selling directly on the road way at Urua Ottoh Market

Laying the foundation of the fence at Urua Ottoh
The road and the market have coexisted for many years without posing a major problem in the past, but with increased economic development and a resultant increase in the population of the city, the market size has increased and traders utilizing the market to sell has also grown extensively without adequate selling stalls to accommodate their space needs.

The consequence of the lack of selling stalls for food traders have forced many traders to sell their merchandise directly on the road ways. When the market is in full operation during the afternoon and into the evening, the road is completely overtaken by traders selling on the road. As you can see from the pictures, this situation poses a serious hazard to the lives of traders as well as cars and motor cyclists attempting to pass through.

Conclusion and Policy Recommendation
This situation has existed for many years with many reported accidents and no remedial action has been taken until now. Fencing off the road is a good first step and policy initiative of the new local government that must be applauded for its foresight. It will prevent vendors from selling directly on the road way and endangering lives while preventing accidents and the free flow of traffic. However in the long run, the local government has to put in place a plan to build more trading stalls and modernize Urua Ottoh market to accommodate the needs of a growing city and population.

Who is to be blamed for the abandoned status of Four Point by Sheraton hotel at Ikot Ekpene, Akwa Ibom State

Update on the status of Four Point by Sheraton at Ikot Ekpene

ICMS, Inc Commentary
by Tom Okure, Ph.D
---------------------------------

Governor Emmanuel Udom of Akwa Ibom state is facing an economic development dilemma. He needs to establish his own foot print and legacy in the state by initiating and building significant development projects like roads and bridges, magnificent buildings, factories etc., while at the same time completing many famous and uncompleted projects that he inherited from his predecessor former governor Godswill Akpabio. Accusations have been mounting for some time now that Udom is deliberately abandoning many planned projects that the administration of Akpabio undertook like the Tropicana Plaza in Uyo, the dualiization of Uyo/Ikot-Ekpene Federal road, the multi-million dollar Ibom Specialist Hospital in Uyo etc.
In responds to the mounting accusations from critics of his development approach, governor Udom has begun a campaign to set the record straight. Recently, governor Udom during a recent briefing of attendees at the monthly state house prayer session emphasized to his audience that, what the former governor commissioned as a completed Four Point Sheraton was just the building, which does not amount to a hotel. But is this really the case? Many in attendance during the spectacular ceremony of the commissioning say they beg to differ with the governors assertion and statement to the extent that they witnessed what appeared to be a fully functioning hotel or were we deceived?
Four Point by Sheraton hotel Ikot Ekpene, Akwa Ibom State
In his defense regarding the controversy and status of the hotel, governor Udom blamed those who are accusing him of abandoning projects started by Akpabio of not understanding the differences between a building and a hotel. He indicated that his administration needs an additional $7.2 dollars or about N2, 577, 600, 000 Naira at the current exchange rate, to transform the commissioned the Four Point by Sheraton building at Ikot Ekpene into a hotel.
For background, the Four Point by Sheraton building is located at the old site of the former federal prison, Ikot Ekpene which was situated in the heart of the city. The federal prison was demolished and relocated out of town to make room for the Four Point hotel which the city planners believe was essential to accord the ancient town of Ikot Ekpene a befitting image, facelift and boost it as a tourist destination enhancement within Nigeria deserving of its status as the first experimental local government area created by the British colonial government in Nigeria and West Africa.

On Tuesday May 26, 2015, the 4 Points by Sheraton Ikot Ekpene, was commissioned by the outgoing governor Godswill Akpabio. During the commissioning event, Akpabio showed off the spectacular building and its amenities to the invited guests which included the current Governor Emmanuel Udom who at the time was the governor elect and was awaiting to be sworn in as Akwa Ibom State governor. In his usual boastful way and while showing off existing facilities around the hotel, former governor Akpabio, who is now Akwa Ibom State senator had praised the contractors for delivering the project on time.

Swimming pool area at Four Point by Sheraton at Ikot Ekpene,
The hotel is a 14-Story Oval shaped building, consisting of 146 rooms, 14 suites, a 600-seater banquet hall, six meeting rooms, swimming pool, terrace, fountain, a presidential wing, etc.
One may recall that in 2016, the Akwa Ibom State government had indicated that it had designated Starwood Hotels as the manager to be of this hotel. Government statements also indicated that the hotel would be fully open and operational by April of 2017. Starwood Hotels, we were told was the manager designate because of its experience managing hotels in Akwa Ibom State as exemplified by  the well renowned Le Méridien Ibom Hotel and Golf Resort in Uyo.

Former governor Akpabio (left) and current governor Udom (right) relaxing during
the commissioning of the hotel in Ikot Ekpene on Tuesday May 26, 2015.
While responding to his critics who have accused him of abandoning the Four Point by Sheraton building in Ikot Ekpene, governor Udom said that he needs “7.2 million US dollars to turn that building into a hotel. And as at today, I have deposited the sum of 4 million US dollars, leaving a balance of 3.2 million US dollars and I am still looking for the 3.2 million dollars to pay so I can turn that building you see into a hotel. It is not yet a hotel."

Recommendation and Concluding Remarks

Part of the problem of abandonment and incompletion of projects in the state and many parts of the country stems from the existing approach used to fund large capital projects. The state government lacks proper long term capital planning foresight which should be incorporated into the capital budget of the state government.  The state government fails to build into the government capital budget for projects a contingency budget to accommodate unforeseen circumstances (like the fall in oil revenues) as has been experienced throughout the country. In industrial countries in Europe and the United States infrastructure projects are funded from dedicated funding revenue streams (mainly through the issue of dedicated bonds issued for a specific project). In New York State budgeting many specific programs and projects are funded through what is referred to as Special Revenue Funds (SRF). Initial funding for specific infrastructural projects can begin by issuing specific capital bonds guaranteed by the Federal government as a debt to the state. When the specific bond funded project is completed, it could be utilized to generate specific revenues to repay the long term bonds associated with the project.

IKOT EKPENE CONTROL POST ABANDONED BY AKWA IBOM STATE GOVERNMENT

WHO IS RESPONSIBLE FOR THE MESS AT IKOT EKPENE CONTROL POST?

By Tom Okure, Ph.D
(Dr. Okure is an Ikot Ekpene Indigene based in the USA
and a Public Policy and Economic Development Consultant/Advisor)
Picture in article courtesy of Ubong F Essien
Dated August 2, 2016

It would have been better to do nothing rather than turn this historic CONTROL POST location (Site) into the SORRY STATE depicted in the pictures in this article.

Ikot Ekpene Control Post Road Project Abandoned by AKS Government
Someone should tell/advice the AKS government that this is appalling and very unacceptable. Control Post is the very heart of Ikot Ekpene and a very historical spot where the British Colonial Government began the mapping of the town and administration of the province. This is the locus point of Ikot Ekpene village (Usug Ikot Ekpene) which the town and local government derives it’s name. This is also the central point of the author’s village and a very important junction point in Annang nation.

Policy Advice on Construction Projects in Akwa Ibom State
Construction projects should never be started without a special dedicated budget fund to accomplish the task over a period of years. Budgetary revenues would be released annually as planned project targets are accomplished until the planned infrastructure/project is completed. The dilemma that Akwa Ibom State is facing as we witness the abandonment of many planned projects that the administration of Akpabio undertook like the Tropicana Plaza in Uyo and dualiization of Uyo/Ikot-Ekpene Federal road is the lack of capital planning foresight and the failure to build into the government capital budget for projects a contingency budget to accommodate unforeseen circumstances (like the fall in oil revenues) as we are experiencing throughout the country. Moreover, in civilized countries in Europe and the United States infrastructure projects are funded from dedicated funding revenue streams which in New York State budgeting is referred to as Special Revenue Funds (SRF). Initial funding for specific infrastructural projects can begin by issuing specific capital bonds guaranteed by the Federal government as a debt to the state. When the specific bond funded project is completed, it could be utilized to generate specific revenues to repay the long term bonds associated with the project.

The Need to Establish Dedicated Special Revenue Funds (SRF) in AKSG Budgetary System.
Special Revenue Funds (SRF)  are dedicated revenues in government budgets to accommodate specific activities like road construction and maintenance, education, sanitation etc. SRFs are derived from sources outside the General Funds (GF) account of government budgets. In Akwa Ibom State, the government can institute a road tariff (or toll) and other user rates/fees (at the airport, parks, etc.) specifically aimed at generating dedicated budgetary Special Revenue Funds (SRF) to maintain and beautify the existing road networks in the state. The state is blessed with a good road network that are already in place which were built by the previous Akpabio Administration.

SRFs cannot be used for other than the purpose they are setup for. They can be established by the Executive governor or by the State Legislature to fund a specific project. Such funds are untouchable (outside politics) and cannot be used by the Legislature to pad the annual state budget. Over the years SRF can grow to enormous amounts and properly administered, can be employed to start, complete and fund magnificent projects. It is high time Akwa Ibom State should in earnest start generating significant internal revenues and reduce its dependence on federal allocations. In addition to creating industries in the state, focus should be placed on utilizing existing state assets to generate special revenues which should be utilized for specific purposes. The establishment of a State Lottery is a good example which can benefit the public and could generate a lot of funds for the state.  Dedicated lottery funds in a SRF budgetary account could be used to maintain our primary, secondary schools and Universities.  This is how proper state budgeting should work in a properly functioning state budgetary system.

Conclusion

Unless Akwa Ibom State policy makers start “thinking outside the box” and begin to explore setting up various SRF accounts to accommodate newly planned projects and the maintenance of existing projects like the abandoned dualization of Uyo Ikot Ekpene road, we will witness a slow and steady deterioration of the existing infrastructure which is already in place in the state, which is clearly exemplified by the mess we are seeing in Ikot Ekpene’s control post.

Historical Revisionism: The Case of the Annang Nation.

Historical Revisionism: The Case of the Annang Nation.

By Tom U. Okure, PH.D

In this article, the author argues that the reinterpretation of Annang history through the purposeful omission of the vital historical contribution of some past Annang leaders without factual justification is of general concern and a dangerous historical trend.

Context and Background

Map Showing Annang Nation
The Annang people are a distinctive cultural group within Akwa Ibom State of Nigeria. The Annangs in common with many other tribal groups in Nigeria like to refer to their ethnic grouping as a nation. The word nation is used here to refer to a group of people (Annangs) living in Nigeria and constituting a single political and economic unit. The Annangs are indigenous to Abak, Ikot Ekpene, Ika, Ukanafun, Etim Ekpo, Obot Akara, Essien Udim and Oruk Anam local government in Akwa Ibom State.

A lot has been written about the Annangs, especially during the last 50 years. During the Civil war (the Nigeria/Biafra war) between 1967 through 1970, the Annangs suffered genocide and displacement from their towns and villages and lost a large number of its people and prominent leaders. The war front between the Nigerian army and Biafra stalemated in Ikot Ekpene and for more than two and a half years, many Annangs lived as refugees in their own state facing tremendous hardship and discrimination in the towns and villages they were forced to flee to.  The catastrophe that the Annang Nation experienced did not occur in other areas affected by the civil war and has been ignored and misinterpreted in most current thinking and writing. There is a lot of historical revisionism taking place in in the writings about Annang Nation today. In this article, this writer highlights that there is a current tendency among many scholars, policy makers and historical commentators to attempt to revise the major heroic achievements, contributions and sacrifices of Annang past heroes. It is argued that the purposeful omission by scholars, policy makers and historical commentators to reflect the contributions of some Annang past leaders in their writings, speeches and memorials indicates latent bias in favor of some leaders and constitutes a historical distortion of Annang history.

Revisiting History

A new generation of social, economic and political elite has ascended to the top echelons of Annang society today and they want to be heard, seen and to be remembered. They also would like to leave a lasting legacy of their contributions to society for the next generation of Annang children. This is a good thing and we should all embrace upward mobility in society, especially because we are in a democratic setting in today’s Nigeria as opposed to the totalitarian and undemocratic environment that we faced during years of Nigerian military rule. Nevertheless, the attainment of a status of historical significance should not mean deliberately omitting, downplaying or down right discrediting the contribution of previous Annang leaders whose story and contribution to Annang political empowerment and social progress also need to be recognized, told and heard by the current generation.

The history of Nigeria and the Annang people is full of events such as the Nigerian civil war that we have to strive to pass on to our children so that they can fully understand and appreciate who we are and what we stand for as a people. There is a phrase by Sir Winston Churchill of Britain which states that “Those who fail to learn from history are doomed to repeat it.” There are many among us devoted to telling the story of our historical circumstances and famous leaders and who try to depict the historical truth by thoroughly researching our past. On the other hand, there are many among us who are twisting our history in order to portray a historical past that benefits the quest by those seeking upward social standing among us. Many would like to cover up unfortunate circumstances in our historical past by suppressing undeniable historical truths. Perhaps some people need to enhance their present favorable political and economic circumstances by aligning themselves to famous past Annang leaders. Many of these acclaimed past leaders, when placed in proper perspective, lack historical significance as Annang heroes of their time. Whatever may be the motivating factor or underlying rational for this wave of revisionism, one thing is clear; world history is filled with this type of historical revisionism. Most scholars are familiar with the concept of revisionism and the positive and also dysfunctional negative consequences it can play in the interpretation of important world events such as the causes of World War I and II and the cold war between the United States and the former Soviet Union.  In some circumstances, revisionism has its merits. Take for example the idea of Afrocentrism. This methodology to explanation is allegedly racist, reactionary, and also therapeutic. Its objective was to encourage Black Nationalism and ethnic pride as a psychological weapon against the deliberate destructive consequences of worldwide racism. It was a deliberate response of black scholars worldwide against Eurocentric/Orientalist racist attitudes about African people and their historical contributions. Afrocentric writers revisit their history with an African cultural and ideological focus and their writings seek to support the claim that the contributions of various African people have been downplayed or discredited as part of the legacy of colonialism and slavery's pathology of "writing Africans out of history.

Analytic Observations on Annang Revisionism

A review of writings and public comments related to Annang people and their past leaders reveals significant bias in favor of some acclaimed past leaders.  There appears to be either a purposeful neglect to mention, or perhaps deliberate omission or downplaying of the contribution of other prominent past Annang dignitaries. It is historical revisionism and a disturbing trend not just for the Annang Nation but for present day Akwa Ibom State as a whole when one sees scholars, writers and policy makers show bias in their public pronouncements, adoration and praise of the past contributions of certain Annang historical personalities over others.

Some writers, this author included, have called attention to the purposeful neglect by past and present policy makers to memorialize the death and the contribution of some of our past heroes. Of particular significance among our neglected leaders, who are also Annang martyrs are former Eastern Nigerian Government Minister Affiah of Abak and Commissioner Udo Udo Okure of Ikot Ekpene who were both killed during the Nigeria civil war noted earlier, simply because they were of Annang extraction. These Annang leaders contributed immensely towards the political, social and economic development of the Annang Nation which was a part of the then Eastern Nigeria region. By speaking out and standing up with their fellow colleagues in government against the then Igbo ethnic domination and marginalization of the Efik, Ibibio and Annang ethnic minorities of former Eastern Nigeria, they were able to extract concessions from the government in the form of infrastructural development projects. Examples included paved roads, water projects, electrification of towns, scholarships for indigenes to pursue higher education, employment of indigenes into high governmental positions in Eastern Nigeria government etc. One might point out that in the 1960’s through the early 1970’s before the devastation of the economy of Eastern Nigeria by the civil war, many things worked properly. For example, many older people can relate to the fact in Eastern Nigeria, that the supply of electricity and water and our schools etc functioned relatively well before the complete breakdown and pathology of development that we have been witnessing in Nigeria despite the huge inflow of old revenues.

As a child, this writer witnessed his late father Udo Udo Okure travel frequently overseas in his capacity as Public Service Commissioner of Eastern Nigeria government to Europe and the United States to recruit Eastern Nigerians in the diaspora. Some of these recruits had their relocation expenses back to Nigeria fully paid for by the Eastern Nigeria government and many included prominent Annangs, Ibibios and Efiks who became important policy makers in former South Eastern State which was renamed Cross River State of which today's' Akwa Ibom State was excised from. Some of these individuals are still alive and can testify to the fact that it was the tireless advocacy of our vocal minority Annang leaders like Minister Akpabio from Ikot Ekpene, Minister Affiah from Abak and Public Service Commissioner Udo Udo Okure from Ikot Ekpene, echelons in the then Eastern Nigerian governmental structure that paved the way to our statehood which we all today jubilate about. The contributions of these past Annang leaders are enormous and neglect or omission of their sacrifices towards Annang empowerment cannot be overlooked.  Let the Annang historical record be set straight and reflect, for instance the fact that it was Udo Udo Okure from Ikot Ekpene, who single handedly organized the diverse families which constituted Ikot Ekpene village to start what is today commonly celebrated annually as Ikot-Ekpene day. Let the record also reflect that in recognition of his outstanding government service to Nigeria and the former British Colonial Government, Queen Elizabeth 11 of England awarded Udo Udo Okure the high honor award of OBE (Officer of the Order of the British Empire). The Order of the British Empire recognizes distinguished service to the arts and sciences, public services outside the Civil Service and work with charitable and welfare organizations of all kinds. One might also point out that Udo Udo Okure significantly contributed towards the translation of the English bible into our native vernacular.

It is a shame that after more than forty five years of the unjustified killings of our heroes like Okure and Affiah and many other prominent Annangs, there has not been a Commission of Inquiry into their death, no legislative proclamations or resolutions remembering their sacrifice or honors highlighting their contributions towards our statehood. These Annang leaders are dead and either by deliberate conspiracy to erase their historical significance from Annang  history or by unintentional omission, they are completely forgotten and rarely mentioned in the many revisionist history of Akwa Ibom State and Annang Nation. Instead, what we read about and hear are exaltations for individuals who were unknown in the higher echelons of the then Eastern Nigerian polity.  As a people we seem to fail to take stock of our history and do not think it necessary to investigate the crimes that were committed against Annangs as a people and to examine why our heroic leaders like Commissioner Okure and Minister Affiah were murdered.

Conclusion

This article concludes with a question. Does suppressing the names of our heroes from our historical records and public recognitions make sense? Annang martyrs such as Commissioner Okure and Minister Affiah may be dead but they are not forgotten by those who witnessed their sacrifice and cherish their memory and who desire to keep the Annang historical record straight. It is important that the silence be broken for the sake of truth and justice and that we write and speak against the negative trend of Annang historical revisionism for as long as it takes and until the alarm is sounded in the corridors of state power that our forgotten and neglected heroes are important and their contributions towards our current political empowerment and economic well-being matters and cannot simply be set aside in favor of revisionist viewpoints of our history.
