Commentary on Burkina Faso Military Armaments Build Up: Should ECOWAS and Especially Nigeria be Concerned?

Should ECOWAS and Nigeria be Concerned with Burkina Faso Military Capacity Build-Up?

Commentary by Tom Okure, Ph.D. for ICMS, Inc

—————

Burkina Faso is currently headed by President Captain Ibrahim Traoré a military junta that forcefully took control of the country from the government. Ibrahim Traoré who was born on March March 1988, is a Burkinabè military officer who seized power on

President Captain Ibrahim Traoré
September 30, 2022, and installed himself, as the interim leader of Burkina Faso in a coup d'état that ousted interim president Paul-Henri Sandaogo Damiba.

The military regime of Captain Ibrahim Traoré broke ranks with the regional economic block called the Economic Community of West Africa (ECOWAS). Even though peaceful and military threats by ECOWAS to compel Burkina Faso to return to the community have continued, the junta has refused to rejoin ECOWAS. Instead, Captain Ibrahim Traoré has chosen to build up his military capabilities, perhaps to defend itself against a potential ECOWAS invasion or as he claims, to fight terrorists that have been ravaging the country for many years now. The questions posited here are, should ECOWAS and Nigeria be worried about the military diversification and buildup by Burkina Faso? Is the military junta acquisition and flexing of its sophisticated build-up of Turkish drones (including Turkish-built Baykar Bayraktar TB2 unmanned aerial vehicles (UAVs), Mi-17, Mi-24, and Mi-26 helicopters, etc); Chinese and Egyptian-built armored vehicles, etc acquired recently simply be viewed as a defensive buildup or a preparation for a war he perceives may be eminent in the future. In a recent statement by the military junta in taking delivery of a large quantity of weapons delivery, and handing the weapons over to his veteran's affairs and defense minister, the junta leader Traore emphatically stated: “Remember that we are in a world of predation and to have peace, we must wage war. So, wage war,”

What can one extrapolate from this “we must wage war” worrisome statement!

Burkina Faso is a landlocked West African country that covers a land mass area of 274,223 km and is bordered by Mali to the northwest, Niger to the northeast, the countries of Benin to the southeast, Togo and Ghana to the south, and Ivory Coast to the southwest. The country gained its independence in 1960 with the name of Upper Volta but later renamed itself in 1984 as Burkina Faso, which means “Land of Incorruptible People”.

During the past year, the military administration of Burkina Faso has acquired and taken delivery of large quantities of military hardware including new drones and armored vehicles from China,

Turkish Built Drones delivered to Burkina Faso
Turkey, Egypt, etc as it claims to expand its armed forces in the face of relentless terror attacks. But is that the real reason behind the massive military buildup? The military junta leader and President Captain Ibrahim Traoré is continuously increasing his military capabilities by purchasing and taking delivery of all types of hardware including drones, military vehicles of all kinds VP11 and  CS/VP14, armored tanks, and even Caterpillar excavators which he usually hands over to his military chiefs in colorful ceremonies. It is a fact that Burkina Faso has been greatly and adversely impacted by international terrorists trying to gain a permanent foothold in the Western Africa Sahel region.

Russian President Putin and Ibrahim Traoré. What are they really up to?
In several West African countries, more specifically in the Sahel region, political instability has increased in recent years. Since 2015, the landlocked country of Burkina Faso has been grappling with armed terrorist groups, which have caused over 10,000 casualties and the displacement of over two million of its citizens. This fact and accompanying instability caused two military coups, which resulted in the present junta's rise to power. The military junta of President Captain Ibrahim Traoré is currently aligning itself with Russia as its new partner in its fight against terrorism. Russia on the other hand is using the opportunity to expand its global military power and presence in the Sahel region of West Africa with the help of the likes of President Captain Ibrahim Traoré of Burkina Faso and other military juntas that have recently seized power within the ECOWAS regional economic community to expand its influence. But many other West African countries are also confronting the same territorial incursions into their borders by terrorists. With the pretext of poor and corrupt governance, we have witnessed a surge of military coups within the ECOWAS block over the last few years. What are the global implications of these coups and the realignments by undemocratical coup military leaders with Russia rather than remaining with their colonial partners such as France? Could the arms buildup expand beyond Burkina Faso to its neighbors? Are global powers like Russia and China that want to change the current world order responsible for the unusual build-up of military capacity by the junta of Burkina Faso. Could this be the hidden agenda behind the armaments buildup which appears to go far beyond the fight against terrorism? Can we believe Captain Ibrahim Traore when he states that the new sophisticated equipment in his possession is to be used only to combat terrorism and reinforcement of the operational capabilities of his fighting forces on the ground?
Receiving the delivery of Chinese weapons
Since the coup in 2022 and the

ECOWAS threat to bring coup-led regimes back to its regional economic block domain by force if necessary, the junta in Burkina Faso especially among the other military juntas in ECOWAS has been intensifying its military diversification efforts and build-up of its offensive capabilities.

Is ECOWAS and especially Nigeria, ready to take on the growing military presence of Burkina Faso military becoming a regional military power aided by Russia and China? Are we seeing the beginning of a new cold war in the West African Sahel region? Whatever the case, this writer believes that policymakers in the ECOWAS economic community must be vigilant and keep a watchful eye on Burkina Faso’s military muscle flexing?

Increasing foreign exchange earnings in the short term for Nigeria

COMMENTARY: Taking advantage of the looming energy crises in Europe.

ICMS, Inc. Reports
By Tom Okure, Ph.D.
March 13, 2022

Fuel Scarcity, high inflation, insecurity, electricity blackouts for days even in FCT Abuja in Nigeria has gotten so bad that life is becoming unbearable for ordinary Nigerian citizens.

Why can't our policymakers get it together after so many decades of independence? Here below is my policy recommendation and something worth thinking about.

Nigeria is blessed with enormous natural resources and is a major oil producer in the world. Oil just reached/sold at $135 a barrel in the global oil market recently. The conflict between Russia and Ukraine (terrible and unfortunate situation) and reductions of oil sales to Europe as a consequence, ought to benefit Nigeria's crude oil and gas sales and foreign exchange earnings tremendously in the short term.

Nigeria can help solve the energy crises looming in Europe and our policymakers should be proactive by taking advantage of the crisis situation to boost our foreign exchange earnings.

It is time for our policymakers to think outside the box for our economic self-interest.

The European Union (EU) is currently sanctioning Russia by implementing a policy of reducing its dependence on Russian oil and gas purchases. There are discussions with Japan, Norway, Suadi Arabia, UAE, Morroco, and even talk about boosting oil purchases from Venezuela and Iran (by lifting existing sanctions) due to the war in Ukraine. Nigeria has not been mentioned as a potential source of additional oil purchases to make up the oil and gas supplies deficit in Europe.

In view of the economic crisis that Nigeria has been facing over the past several years, especially the worsening problems caused by COVID-19, it is imperative that our policymakers should be reaching out to the EU to make long-term oil and gas supply deals to reduce the EU's dependence on Russian energy supplies. Our economic self-interest requires that we should sometimes boldly act and think outside the box even if it is counter to the current policy of OPEC to maintain world oil production levels at the organization's restrained level. We need the quick inflow of foreign exchange to reduce the suffering of Nigerians. We could secure help and a contract from the EU to finally build and complete that crude oil delivery pipeline from Nigeria to North Africa and into Europe. Let us use the crisis to our economic advantage. If we don't take advantage of the situation other nations like Norway, Saudi Arabia, and UAE will do it and will be awash with more oil revenue reserves than they can spend.

One Year Memorial of #Endsars Protest in Nigeria

ICMS, Inc. Reports
By Tom Okure, Ph.D.

October 20, 2021

#EndsarsMemorial: Has the Nigeria Government learnt anything from the youth protest?

Today October 20, 2021 is the anniversary of the “#Endsars, End Police Brutality” and other youth grievances protest in Nigeria which culminated in the shooting by operatives of the Nigerian army of unarmed protesters at the Lagos Lekki tollgate last year.

To commemorate the terrible deadly events of October 20, 2020, many youths around the country have taken to the streets using their cars in Lagos shouting EndSars around the area of Lekki tollgate today. Demonstrations also occurred in Abuja and Enugu etc., with youths carrying placards and yelling Endsars police brutality in Nigeria etc. In Abuja there were many convoys of cars despite the heavy presence of security forces to prevent gatherings. These demonstrations are taking place irrespective of police warnings especially in Lagos state that it would not tolerate any form of protest in the state commemorating the event. A Nigerian rapper, actor and song writer Folarin Falana aka Falz in Lagos accompanied protesters in Lagos today remembering those youths who died last year during protests.

Despite the attempts of the Nigerian authorities to dampen the significance of the  Endsars youth memorial protests of last year, Nigerian youths are determined to memorialize the protests and make this an annual memorial event, because there appears to be a lack of closure in the minds of many Nigerian youth who say they are still struggling emotionally with the terrible killing events from last year.

Statements allegedly made today by Senior Nigerian policy makers Lai Mohammed who is Minister of Information and Culture does not help ease matters and is not helpful in healing the painful memories from last year.

The Minister is alleged by demonstrating youths to be insensitive by his statements today which portrayed the events and killings of last year at Lagos Lekki tollgate as false This is despite the widely publicized worldwide news events by international news media like CNN.

In a statement accredited to Lai Mohammed today, he allegedly tags the event at Lekki Tollgate as a: “Phantom Massacre at Lekki tollgate.” Minister Mohammed accused CNN new coverage of the incident as ‘fake news.’ Last year CNN in its reporting of the sad event had asserted that Nigerian soldiers were responsible for the massacre of youth protesters at the Lekki tollgate in Lagos state on October 20, 2020. The  Minister also accused Amnesty International of spreading fake news regarding the Endsars massacre at Lekki Tollgate.

One may recall, that last year during the protest, the Nigerian government accepted the youth “5 for 5 Demands” to end the #Endsars youth protests which seem then to calm the protesting youth who believed that the government had heard their demands for police reforms. Even so, the evidence after a year of the unrest appears to suggest that nothing substantive has been done by the government to resolve the unsettled issues which led the youth uprising last year. Allegations abound from many sources especially in social media that none of the individuals who perpetuated the torturing and extrajudicial killings of protesting youths have been brought to justice. There are also documented evidence of continuing, unabated police brutality all over the country with no evidence of any real reforms, restructuring or training to improve how the Nigerian police force interacts with the Nigerian population.

One can suppose that Nigeria as a polity, has not learnt any lessons from the youth uprising from last year’s Endsars protests. Moreover, how else can one explain the lack of prosecution of the various police officers and the criminals who were identified as involved and who took advantage of the peaceful protests to loot and destroy property worth billions of Naira. Peaceful protesters who were just exercising their right to peaceful demonstration were victimized, some killed and there has been no meaningful redress by the Nigerian government.

Nigeria seems to have a systematic problem of brushing aside societal problems including ethnic unrest, corruption, poor governance issues effectively. Today the whole country is very tense and at the verge of exploding into civil war due to unresolved problems relating to ethnic tensions, unresolved kidnappings, banditry etc. There is a famous adage and a proven historical fact that is worth calling attention to here and that is: “those who do not learn from mistakes of their historical past are doomed to repeat the mistakes of the past.” The question posed here is this: has Nigeria as a polity learnt any real lessons from last years Endsars youth uprising?

This writer hopes that Nigerian policy makers and our law enforcement authorities will learn from their mistakes of the past which are many and that the least that Nigerian youth should hope for on this memorial day anniversary of their Endsars protests is to be allowed to peacefully gather, express their views and mourn the loss of their death compatriots.

CALLY AIR: The New Cross River State Airlines

Governor Ben Ayade of Cross River State lunches CALLY AIR and fulfills his dream.

ICMS, Inc. Reports
By Tom Okure, Ph.D.

With the recent lunch of CALLY AIR’s maiden flight, the Cross River State of Nigeria joins the list of Nigerian states establishing and owning their own airlines. This fulfills Governor Ben Ayade of Cross River State's dream for his state to own its own airlines, in common with its neighbors like Akwa Ibom State which owns its own airlines called “IBOM AIR.”

The new Cross River State airline: CALLY AIR:

It is hoped that CALLY AIR will increase the number of airlines serving the Cross Rive State, increase competition among the airlines and consequently benefit airline passengers by reducing the price of airfares from Lagos to Calabar etc.

The new airline will be based in Calabar Airport, commonly referred to as Margaret Ekpo International Airport. CALLY AIR has been a project in the works for many years now and is allegedly a joint venture between The Cross River State Government and DANA Group, under a public-private agreement.

The new airline will serve as an airlifts line, and a part of the Cross River State’s Government tourism investment drive. It is also anticipated the airline will help build up the state’s internal revenue generation base and reduce its reliance on federal government allocations.

US Government working with the Nigerian and Niger governments rescued an American citizen Philip Walton in northern Nigeria on Saturday October 31, 2020.

ICMS, Inc. Reports

US navy seals image
All but one of the kidnappers are believed to have been killed in the operation in northern Nigeria.

Phillip Walton and his family have lived in Niger for about 30 years raising sheep, poultry and camels in a border town in Niger near Nigeria.  The abductors are alleged to have been six men riding motorcycles and equipped with assault rifles who arrived at the Walton’s home in southern Niger’s Massalata village early on Tuesday. The kidnappers demanded money and searched their home before leaving with Phillip Walton. His wife, young daughter and brother were left behind.

Intelligence provided by the CIA led to Walton's whereabouts while US African Marine Special Operations helped to locate Walton by tracking the abductors mobile phone.

US president Trump in a statement while campaigning in Pennsylvania on Saturday afternoon said: “Last night, at my direction, the United States military conducted a successful operation to rescue an American hostage in Nigeria, kidnapped just 96 hours earlier. United States Special Forces executed a daring nighttime operation to rescue their fellow American with exceptional skill, precision and bravery … The former hostage is currently in good health and has been reunited with his family….”

In another statement Mike Pompeo, US secretary of state said: “The United States is committed to the safe return of all US citizens taken captive. We delivered on that commitment late last night in Nigeria … We will never abandon any American taken hostage.”

Long lines to buy fuel reemerges as a result of #ENDSARS protests

ICMS Inc News Reports.
By Tom Okure, Ph.D

Queuing to buy fuel in Abuja and other large cities in Nigeria has always been a problem no matter which administration or political party was in power. However, over the past year, the scarcity of fuel and the price for fuel has been relatively stable. The EndSars protests has been very disruptive to both economic and social life.

The persistent demonstrations going on coupled with the vandalism and the destruction of both private and public property by hoodlums merged with the EndSars protesters, has adversely impacted economic activity in many major Nigerian cities including Abuja. According to Nigerian fuel marketers, ten of their fuel tankers were attacked by #EndSars hoodlums merged with protesters. These attacks has caused consumer fears which has created panic buying of petroleum products especially in Abuja FCT and the surrounding arrears.
Most fuel stations in Abuja including many NNPC retail stations were closed on Monday October 26, 2020 and some still remain closed as of the writing of this report.

Official statements by the Nigerian National Petroleum Corporation (NNPC) warns the public against panic buying of petroleum products, stating that “NNPC has over two billion litres of Premium Motor Spirit (PMS) in stock to guarantee steady supply, and at least 60 -day-product supply sufficiency.”….. “There is no need for panic buying, be rest assured that supply will soon return to the entire country.”

Mr. Kennie Obateru who is an NNPS spokesperson indicated that the scarcity situation will be resolved in a few days. According to him “Normalcy is expected to return to the petroleum products supply chain in the next couple of days.”

It is not clear how long the #EndSars protests will last or the disruption to economic activity. One thing is clear that an already difficult living condition imposed by the demonstrations are becoming even worse by the imposition of curfews by many State governments resulting in the difficulty of fuel tanks to deliver their fuel products to their destinations in a timely manner.

Nigeria celebrates 60 years of Independence day and unveils a logo assuring Nigerians of “greater inclusiveness” going forward.

Today October 1, 2020 is Nigeria’s Independence Day.

By Tom Okure, Ph.D.
ICMS, Inc Reports

As part of the independence celebration President Muhammadu Buhari unveiled a 60th Independence Logo and assured Nigerians of a “greater inclusiveness” going forward.

Nigerian Government Independence Logo
According to the Nigerian government, the 60th Independence Logo depicts “Together Shall We Be,” and was chosen to forge a more united and cohesive Nigeria. The skillfully crusted diamond of the logo on the Nigerian map symbolizes “our age of treasure, the worth of the Nigerian people, who sparkle to the admiration of the world.……The fair green and the dark green colors respectively remind us of our warmth, welcoming spirit and love, as well as abundant wealth inherent in our human capital and the richness of our land.”
President Buhari shows off the anniversary logo

Nigeria gained independence from British colonial rule on October 1, 1960. At the time, there was great enthusiasm among Nigerians, who believed their future was bright and as a nation they would realize whatever they set their minds to accomplish as an independent nation. In 1963, Nigeria became a federal constitutional republic, with Nnamdi Azikiwe (An Easterner) as its first president and Tafawa Balewa (A Northerner) as the prime minister. The country adopted a democratic governance approach and all seem well at the time, until 1966 when a series of military coups derailed Nigeria’s democracy. After 16 years of perpetual and brutal military rule and interruption of democratic institutions, Nigeria in 1999 returned to democratic civilian government. In an elaborate ceremony, power was transferred by General Abdulsalam Abubakar to President Olusegun Obasanjo (a former military dictator himself), who was elected in a nationwide elections.

In 1999 Power was transferred by General
Abdulsalam Abubakar to President Olusegun Obasanjo

As the Federal government announced its plans to celebrate this significant milestone year of its independence, many Nigeria’s argue that there is nothing worth celebrating, because during the last six decades since independence, all the passion and hopes of Nigerians have been smashed.  The great excitement after independence has been eroded due to persistent national insecurity, ethnic clashes and religious prejudice combined with high unemployment rates etc.

Despite the enormous human capital and economic resources that the country is endowed with, it has yet to achieve any real level of economic development takeoff. Its economic development remains stultified because of lack of basic infrastructural development in the areas of electricity, road and rail connection, education etc., leaving its citizens despondent and entrapped in an endless cycle of struggle to survive by barely meeting their basic human needs.

Without peace and security, Nigeria like most other countries cannot achieve the aspirations of its people. It is the hope of this writer, that this Independence Day will unleash a renewed sense of hope, togetherness and enthusiasm of all citizens despite the ongoing devastation caused by the Corona Virus (Covid-19) epidemic. One would hope that with the “greater inclusiveness going forward” implied in the unveiled national logo to celebrate the independence, all Nigerians will renew their sense of national belonging and Nigerian politicians and policy makers will rise to the great task of building social trust between the people and the Nigerian nation. Nigeria also needs to tackle its endemic societal corruption in all facets of society.

We wish Nigeria a joyous and happy independence celebration and God’s blessings in its new age.

Minister Akpabio says most NDDC Contracts are awarded to Nigerian Lawmakers

Icmsinc Reports
July 20, 2020

The House of Representative of the Nigerian National Assembly has been holding hearings designed to probe the activities of NDDC. Conference room 231 at the New Building of the House of Representative has become a venue of heated dialogue and intense dramatic moments watched my millions of Nigerians on television. The hearing was supposed to be a fact finding hearing regarding allegations and counter allegations of corruption and misappropriation of budgeted NDDC funds. However the whole process of the investigation which was supposed to last for two days was extended to four days and has assumed an adversarial atmosphere.

During the Committee Hearings and Minister Akpabio’s presentation to the committee, he attempted to absolve himself of the numerous allegations of corruption leveled against him by strategically implicating members of the legislature. In making his presentation, it became clearly obvious that the Chairman of the hearing committee and other legislators’ were deliberately interjecting into his presentation in order to stop him from talking. Nevertheless, Akpabio insisted on being heard and stated in the hearing that NNDC records shows that most of the contracts of NNDC were given out to National Assembly members.

Earlier Akpabio had challenged the approach in the hearing as unfair, noting that some people were given one and a half hours to talk while he (Minister Akpabio) was told he had only ten minutes.

Earlier also during the hearing and the interview of Professor Kemebradikumo Pondei, the conditions of overcrowding and heat in the room became unbearable and caused him to suddenly slump and for a moment he was unresponsive and commotion ensued in the hearing room. Professor Pondei was later removed and taken to the hospital after the fainting episode.

The impact of Covid-19 virus pandemic lock down on the livelihood of the poor: The case of Nigeria’s Lagos State.

In the first video we see a woman warning the Lagos state government of a potential uprising of the poor masses in the slums of Lagos state due to hunger caused by the corona virus lock-down. She complains of insufficient planning, food and palliative support for the poor families in Lagos state.
She states that the poor especially the youth are becoming reckless with the potential of a rebellion brewing among the masses due to the suffering caused by the lock down.
She advises the government to send government officials to talk to the people to determine what they need and to defuse the anger of the masses under the difficult circumstances of the lock-down.
In the second video we see that the Covid-19 lock down is especially devastating to the welfare of poor who survive on a daily wage from trading and other menial activities. The prices of food items has increased tremendous in Lagos and across the country and government food hand outs are insufficient to maintain normal existence for the poor who have no money to stockpile food items.
The inadequate and intermittent supply of electricity nationwide in Nigeria also intensifies the desperate condition of the poor more than the wealthier citizens because the poor lack refrigeration to store perishable foods.
Lagos state in common with the federal government of Nigeria and many other Nigerian states recently extended the lock-down for another two weeks in an effort to control the further spread of the corona virus (Covid-19).
What began as a normal lock down and stay at home government policy in Lagos and neighboring Ogun State in Nigeria has resulted in arm youths and vigilantes taking up arms to attack residents of richer neighborhoods and suburbs looting neighborhoods and stores. Many neighborhoods in Lagos are now living in fear
Police stations are becoming overwhelmed with false calls of attacks and panic from residents. Potential revolt against police authority and the government in general is very real if proper policy communication and steps are not taken to placate reckless youths who have become enraged with the extended lock down announcement and insufficient governmental measures to ameliorate the suffering of the masses

Limiting the adverse impact of Corona virus (COVID-19): How Nigeria’s Akwa Ibom State should be responding.

ICMS, Inc Reports
Observations and Policy Advisory Comments
by Tom Okure, PhD

Very recently in the Nigerian news media and floating around the social media, we heard of conflicting news accounts of the number of coronavirus (Covid-19) infection in Nigeria.

Reported cases by the Nigerian federal government has reached 184 as of April 2, 2020 and the writing of this article. Consequently, the Nigerian government in common with most governments around the world has instituted restrictive movement measures including gradual state lock down measures to stop the spread, beginning with Lagos, Abuja FCT and Osun state. Recent reports by Akwa Ibom State government asserted that reports of two alleged infections in the state was false and the state government though concerned,  took no definitive positive measures at the time to educate the public or restrict movement to control more spread into the population.
Nigeria’s National Primary Health Care Development Agency (NPHCDA) crisis management team meets regularly to support states with harmonized guidelines for Primary Health Care and community based workers
In fact as of March 25, 2020 the state Commissioner of Information, Charles Udoh KSJ, asserted in a public press release on COVID-19 that Akwa Ibom State “has NOT placed a ban on social gatherings including churches, marriage/funeral ceremonies and other celebrations.” However, on April 1, 2020 the situation drastically changed as the Nigeria Center for Disease Control (or NCDC) reported and confirmed 174 active cases of COVID-19 and noted that nine of the affected have been discharged with two deaths. More specifically, the infection breakdown by state according to NCDC was as follows: Lagos -91; Abuja- FTC-35; Osun-14; Oyo-8; Ogun-4; Edo-4; Kaduna-4; Bauchi-3; Enugu-2; Ekiti-2; Rivers-1; Benue-1; Akwa Ibom-5. Suddenly, as the NCDC report indicated, Akwa Ibom State was no more infection free as we were made to believe, but was one of the states with the most infections according to the NCDC.
For one reason or the other, this information does not appear to be very welcome by the Akwa Ibom State Government. In a recent press release hereby attached to this narrative, the State Commissioner for Health Dr. Dominic Ukpong appears to disagree and take issue with the NCDC data on reported active cases of COVID-19 in the state.  Akwa Ibom State commissioner of health for whatever reasons is upset with the NCDC testing procedures and appears to be rejecting the notion of any infection of COVID-19 in Akwa Ibom
Dr. Dominic Ukpong,
AKSG Commissioner Ministry of Health
The state government arguments rejecting the NCDC findings include the following:  “We observed a disturbing breach in the test and reporting procedure;…Akwa Ibom State Government only heard about the test results in the news;…The Director General of National Centre for Disease Control (NCDC) was not aware of the reported result announcement;…All 5 reported positive test cases have been contacted and they have showed no COVID-19 symptoms;…While the tests were being processed in NCDC approved test facilities, all suspected cases were held in isolation;….Several sample batches have been previously sent for testing from Akwa Ibom State and they all returned negative results;…Owing to the irregularities observed in the testing and reporting procedure, Health Care Professionals in Akwa Ibom State have called for an immediate reconfirmation test on the 5 reported cases;…The results will be made public, following due process.
The state press release also advises that “Health Care Professionals in Akwa Ibom State have also appealed to the NCDC to ensure that all future tests are conducted following due process in order to maintain continued confidence in the process” and “Residents and citizens are enjoined to remain calm while observing all personal and respiratory hygiene guidelines earlier issued as well as adhere to the social distancing prescriptions.”
Governor Udom Emmanuel of Akwa Ibom State
From the mere reading of the press releases from Akwa Ibom State government over the past two weeks, the state government appears to be asserting its health policy independence and charting its own course of action in regard to the coronavirus pandemic issue that is beginning to spread into the state. One baffling observation of this writer about the arguments of the State Commissioner for Health Dr. Dominic Ukpong, is the fact that he fails to realize that both the NCDC virus tests and the state conducted test may be correct at the time, depending on when the tests were conducted. Tested individuals in many countries including the United States have tested negative at first only to test positive in a follow-up test. Some people are said to be asymptomatic and do not show symptoms of the disease even though they are virus carriers and spreading the virus to others simply by talking with other people and going about their business. That is why everyone is advised to stay home to stop the spread.

This writer asserts that this is no time in Nigeria to play politics or a blaming game. This is a very difficult and dangerous time for the whole world which includes Africa, Nigeria and yes Akwa Ibom State. There is no known cure or vaccination for this virus at the moment. Nigeria is just beginning to experience the spread and the economic impact of this pandemic. People are dying and more will die, Nigerians are afraid, the economy is suffering and is on the edge, ventilators and masks are scares and in short supply, our hospitals are not prepared and lack the capability of handling this type of emergency and Nigerian medical staff are already over stretched and stressed.

Virus Educational campaign poster
The coronavirus (or Covid-19) for a majority of infected people typically causes moderate and minor symptoms, for example fever and cough that are resolved between two to three weeks. The virus has affected all races, groups and socioeconomic classes of people around the world including the rich, the ruling class, the youth, women and men alike. Nevertheless, one thing appears to be obvious as data around the world are being analyzed; in a majority of cases of the virus infection, the incubation period of the virus is about two weeks or even more. The elderly appear to be especially more adversely impacted especially those with existing health problems such as diabetes, high blood pressure, heart problems etc. The COVID-19 virus causes more severe sickness among the sickly and elderly, which results in pneumonia in most cases and even death.
As a policy recommendation, this writer advises that everything officially announced and reported on this deadly virus in Nigeria and Akwa Ibom State should be Data Informed and not based on any personal sentiments or party politics. This is no time for ego shielding or arrogance pedaling by high level appointed government officials who may find their egos trampled upon by the terrible truth of this dangerous virus. What we need is level hotheadedness among our federal and state policy makers who should work round the clock and cooperate to educate themselves on the status of the infection nationally and worldwide in order to better inform and to educate the public. In this regard, it is imperative that cooperation between the Akwa Ibom State Ministry of Health and the National Centre for Disease Control (NCDC) be enhanced immediately.

begins a public education campaign to educate residents
Government front-line doctors, researchers and medical staff both at the state and federal level should be given adequate financial and moral support to do their tests and medical advisory jobs without political interference. Those who have ideas and wish to make suggestions should be encouraged and be allowed to air their views on government implementation policies and procedures to combat this pandemic spread without fear. In short, all meaningful professional and public input on state and local government policy in Akwa Ibom State should be tolerated and entertained.
Lessons learned from the experiences of other countries like China, Japan, South Korea, Italy, Spain, United States, United Kingdom, Egypt, South Africa etc. tackling the spread, control and prevention of the corona virus should be carefully catalogued, analyzed and used to generate predictive models and the predictive models adapted to the Nigerian unique situation.
Our African and Nigerian society is a loving and communal environment where we have open markets and shopping bazaars; we like to merriment, enjoy parties and religious gatherings etc., where we constantly hug each other and shake hands. These situations must be curtailed and even temporally restricted to prevent the virus spread.
Ikot Ekpene distributes sanitizers and masks to residents
The virus is real and deadly and the slogan “Stay at Home to Help Save Lives” is a real and a proven preventive measure that is working for all countries and should gladly be welcome by all Akwa Ibom residents and voluntarily abided by.
The federal government and the state and local governments should work together to fight and contain the virus by all means including experimenting with traditional herbal medicines or remedies like the Chinese are doing. Information is needed especially at the local and village level to educate our villagers, youth and elderly. Village chiefs should be actively involved to help spread the news in the states local government’s areas using announcement mediums such as identified family heads of households and village announcers to inform the people. No one can predict when the pandemic will end or whether this is going to be a cyclical/annual event like influencer that may occur annually. Potential permanent change in human behavior worldwide may be needed to combat this pandemic. The world has changed and may have changed permanently. We need to be proactive in supporting our universities and research institutions nationally. Some Nigerian medical epidemiology scientists have asserted that they have long known about corona virus and have discovered and known about the virus structure long before now. There are many more dangerous viruses this writer understands and even malaria viruses lurking in the environment background waiting to manifest as epidemics.

Conclusion

The lesson here from the spread of COVID-19 into Nigeria is that we have to be vigilant and be proactive against the further spread of the virus. Proactive measures like a two to three weeks lockdown of the state of Akwa Ibom may be needed and while unpleasant will slow the virus spread so that it does not fully engross and paralyze our communities.
This writer observes and applauds the state and local governments in Akwa Ibom for beginning an active community educational and awareness program. The state should buy large quantities of masks for distribution to the public. Control and treatment centers should be planned, dedicated and equipped to accommodate a large in flock of infected patients. Preventive measures should also include actual testing of residents to determine who is infected, with the understanding that even people determined to be initially negative as witnessed in Akwa Ibom State may be false negative and asymptomatic and may be positive in later tests.
